Irena Agalliu is Global Head of Energy and Climate Policy Consulting with S&P Global Energy. She has over 25 years consulting experience in energy and climate policy, development of regulatory frameworks, regulatory risk assessment, environmental and safety legislation and petroleum law and economics. She has led a multitude of projects helping governments develop legislation and establish governance frameworks that enable the sustainable development of natural resources. She has also worked with oil industry investors to analyze the impact of proposed legislation on investments and project economics.

In recent year she has been involved supporting the Government of Guyana in developing comprehensive legal and regulatory frameworks for the petroleum sector that draw from international best practices and balance the interests of the state and investors whilst ensuring sustainable development of the oil and gas resources.

Irena is a member of the State Bar of Texas and Association of International Energy Negotiators (AIEN). She has a Juris Doctorate (JD) from the University of Houston Law Center and an LL.M in Petroleum Law Policy and Economics from the University of Dundee, Scotland.
